The first Project Steering Committee Meeting was held on 20th May 2021. As foreseen by the Technical and Financial Document (TFD), the Project Steering Committee meets at least once a year to review the progress made, make decisions on the strategic orientation of the interventions within the framework of VET reform and address any other issue falling under its competence. The first meeting was chaired by the Secretary-General of the Ministry of Education, Science, Technology and Innovation (MESTI), who is the Chair of the Project Steering Committee and was attended by the representatives of the following institutions:

  • Ministry of Education Science, Technology and Innovation (Chair);
  • Ministry of Finance, Labour and Transfers;
  • EU Delegation in Kosovo;
  • LuxDev.

Consulting members:

  • National Qualifications Authority (NQA);
  • Municipal Education Directorates (MEDs);
  • Directors of the supported VET institutes;
  • Leader of the VET donor group.

The Secretary-General of the Ministry of Education, Science, Technology and Innovation (MESTI) opened the meeting by welcoming all members and participants and expressed his gratitude to the European Union Office in Kosovo for funding the Project KSV/801 – ESVET PRO and the Luxembourg Development Cooperation Agency for the implementation. The Secretary-General emphasised the importance of the scope of support provided by the Project and the results achieved by intervening in the VET sector at a national level and improving the sector’s overall institutional and financial sustainability. 

The representative of the European Union Office in Kosovo and the Resident Representative of the Luxembourg Development Cooperation Agency in Kosovo expressed their acknowledgement to the MESTI representatives for their continued cooperation in implementing the results of Project KSV/801.

The Resident Representative of LuxDev in Kosovo indicated that this was his last Steering Committee Meeting and introduced Ms Gülten Aka, who will replace him from 01.08.2021 and Mr Richard Schmid. The latter will take over the position of Programmes Officer at the LuxDev Country Office from 01.06. 2021 to 30.11.2021.

The Chief Technical Advisor of the ESVET PRO project, who serves as the Secretary of the PSC, delivered his presentation covering three main topics:

  • Inception Phase – Main Outputs;
  • Report on the Main Achievements and
  • The Annual Work Plan 2021

Following the presentation, the Project Steering Committee (PSC) members unanimously approved the documents presented (TFD, Report on the Main Achievements and the Annual Work Plan 2021). The Representative of the European Union Office in Kosovo expressed his gratitude for the progress made by the Project. The Chairman of the Project Steering Committee (PSC) expressed the appreciation of the Ministry of Education, Science, Technology and Innovation to the European Union Office in Kosovo for funding the Project and to the Luxembourg Development Cooperation Agency for the successful implementation of the Project ESVET PRO. Finally, the Chairman thanked the outgoing Resident Representative of the Luxembourg Development Cooperation Agency for his mission and contribution to the VET sector in Kosovo.
